Volume 3: 511 Kinderheim is the third volume of the manga, released on 30 September 1995 in Japan. The English version was released on 18 April 2006 by Viz Media.

Chapter 17: A Past Erased[]

In Verden, Otto Heckel breaks into Councilman Springer's home, who was recently killed along his wife. Heckel is surprised by Tenma, who points his gun at him. They both hear the siren of a police car and flee the Springers' residence. Heckel tells Tenma that he saw him in the news and knows that he is wanted for the Springers' murder, but he also tells him that he has seen the real killer. Heckel leads Tenma to the apartment of the Springers' killer. Heckel suggests to Tenma that he can call the police so the real killer is arrested and he cleans his name, but Tenma decides to confront the killer instead. Tenma finds the killer, who greets him and tells him that he killed the Springers because Johan asked him and, before he kills himself, he informs Tenma that Johan left a message for him in the Springers house.

Chapter 18: Lawyer's Rules[]

Heckel tricks Tenma into working as a black market doctor. Dr. Tenma must aid two terrorists that go by the codenames Lawyer and Secretary; Lawyer is dying and he needs to be treated. At first, Tenma refuses because he says that he will not help terrorists who commit indiscriminate acts of violence. Then, Lawyer explains that he did it because all the people deserved to die, except a kid who was passing by. After realizing that Lawyer is afraid to die, Tenma agrees to treat Lawyer with first aid, but then tells Secretary that he must take him to an hospital. Heckel learns from the news that Laywer and Secretary are wanted by the police and there is a reward of 300,000 German marks. After saving Lawyer, Tenma leaves the terrorists hideout.

Chapter 19: 511 Kinderheim[]

While in Berlin investigating about the background of the Liebert twins, Tenma is referred to Hartmann, who used to work in the East German Ministry of Health. On his way there, Tenma meets Dieter, and asks him for directions to Hartmann's apartment. Dieter does not answer, but Tenma notices that there is a wound on his arm and treats him. Later, Tenma finds Hartmann's apartment, who invites him over. Hartmann tells Tenma that he was the regional coordinator for orphan care of the Ministry of Health and that he took care of several orphans and has continued to do so. He also informs Tenma about Kinderheim 511 and how Johan was involved in an incident there. Dieter arrives to the apartment and Tenma learns that he is being fostered by Hartmann. Later that night, Tenma returns to Hartmann's apartment and finds Dieter severely wounded. Hartmann tells Tenma that he knows that he is wanted by the police.
